INSANITY
A twenty-one year old boy in FLORIDA killed his parents, two brothers and
a sister while under the influence of a Marihuana "dream" which he later
described to law enforcement officials.  He told rambling stories of being
attacked in his bedroom by his "uncle”, a strange old woman and two men
and two women," whom he said hacked off his arms and otherwise mutilated
him; later in the dream he saw ''real '.blood" dripping from an axe.

Mary Hamlett, Wichita, Kansas.  September 15, 1933

Two tobacco cans of marihuana were purchased.  Convicted of sale and
possession.  Sentenced to one to five years in state prison.  Later
committed to state hospital for insanity as a Cannabinomaniac.

Every new fad, folly or experience however bizarre, si embraced with
unreasoning enthusiasm by people in relation to the manner in which it
appeals to their senses or imaginations.  If it eventually proves itself
to be harmful, uninteresting or foolish, it is dropped by those who are
reasonable and have common sense.  It is finally embraced by the unstable,
emotional hysterical, degenerate, mentally deficient and vicious classes.

According to the great psychologist Moreau de Tours, in the majority of
cases the partial delirium of the addict continues until it eventually
ends in complete dementia.  Actually from the physiological point of view,
there is little difference between the delirium of the insane and that of
the maniacal addict.

A colored man by the name of George Dryer, 38 Pearl Street, Battle Creek,
Michigan, was selling marihuana cigarettes to soldiers at Camp Custer,
Michigan.  He was sentenced to 30 days in jail.  After being there one
week he went violently insane due to the use of marihuana and was
committed to the Criminal Insane Asylum at Ionia, Michigan.

In regard to the question of addiction there seems to be a difference of
opinion as to just what takes place.  On the one hand, it is claimed that
each experience aids in the destruction of brain tissues and nerve centers
and does irreparable damage, and that if continued it will lead to
incurable insanity.  On he other, it is claimed that it is more of a
psychological addiction with the addict wanting to recapture the pleasant
state into which marihuana lifts him rather than desiring the narcotic to
satisfy any physical needs.  According to this view, it the smoker leaves
off, he has no craving for the drug.  It is rather in the service of the
psychopathic elements in his make-up than in the service of the
physico-chemical elements.  But even this view permits the recognition
that after long usage the victim is for all practical purposes addict,
ethical and intellectual deterioration and apathy being the outstanding
characteristics.  In most cases prolonged use results in canabinomania
which results in dullness, apathy, indolence similar to that of chronic
alcoholics and opium eaters.

Terr. And has been confined in St. Elizabeth Hosital for more than a year.

It may be seen from these symptoms that the drug is a powerful one and
that it acts on the nervous system in particular.  The director of the
Insane Asylum at Abbassien, India, states that of 2564 patients, the
insanity of 689 was attributed to excessive use of hashish.  There are
similar reports from other asylums in India and Egypt.  The action of the
drug may be summed up in a few phrases.  It is a hypnotic, or sleep
producing drug; an intoxicant; and a diruretic, or a drug that causes the
kidneys to secrete urine at a rapid rate.

Art. I. Throughout Egypt the use of a beverage prepared by certain Moslems
from hemp (hashish), as well as the smoking of the seeds of hemp, is
prohibited.  Habitual smokers and drinkers of this plant lose their reason
and suffer from violent delirium in which they are liable to commit
excesses of all kinds.

A newspaper item from Columbus, Ohio, under date of March 20, 1937, stated
that the Police vice squad that day intensified the war against the sale
and use of Marihuana after a 70-year-old  woman was terrorized in her
apartment by a man whom police accused of being a user of the weed.  This
man, 28 years of age, was arrested the following day for the sale and
possession of Marihuana.  Police said that he kicked the door in, rushed
into the room and yelled "Stick ‘em up.”  Then he apparently went crazy,
throwing pots and pens at the woman and forcing her to leave the
apartment.  He threw lamps and glass jars out of the window and completely
wrecked the apartment.

Colored students at Univ. of Minn. Partying with female students (white)
smoking and getting their sympathy with stories of racial persecution.
Result pregnancy.

Undercover agent invited to marih. Party.  Suggestion that everyone take
off their pants both male and female.  Agent dropped blackjack while
disrobing and had to arrest immediately.

Supreme Court. Case in Seattle operator of house of prosti.  Must have
warrant.  Vinson OK but Liberals (frankfurter) wrecking law enforcement
with such decisions.

D.C. Court sentences shockingly low.  Chf. Justice Law no help.  Lowest in
country and highest crime ratio.  Comparison with Baltimore and other
cities, a haven for criminals.  D.C. police active and doing all possible.

An intelligent high-school student was confined to an institution for the
mentally diseased.  His experience is entirely the result of acquiring the
habit of smoking the weed.  Said one of his friends, “He was a swell
fellow until Marihuana  got him.  Like the rest of us, he thought the weed
wasn’t habit-forming and had no idea of te possible consequences of
smoking it.  He couldn’t quit.  Finally he went crazy.

March 29, 1934
Cooper stated that Halloway "smoked hay"---the local name among,smokers
thereof of Marihuana and was as crazv as a loon and full of fight after
using marihuana and that, on one occasion when he was full of marihuana,
Halloway had picked a fight with a policeman in uniform, who came in to
met a cup of coffee and that the officer had had to club him into
submission.  It was arranged with Cooper that he should bring Halloway to
my room in the in the Palma Hotel and introduce me as Dr. King who would
buy cocaine, “if the price was right.”

The night before the meeting between Halloway and myself was to take
place, Halloway attempted to shoot his wife and did mortally wound her
grandmother and killed himself, after terrorizing several people in the
apartment where this crime took place, and after shooting it out with
police officers.  The friends of Halloway said he was “hooped up” with
marihuana and that he went “hog wild” when he mixed marihuana and whiskey,
as he had done the night he ran amuck:

“Continual use is known to produce a violent type of insanity,” wrote V.
Lewitus in the July 1936 American Journal of Nursing.  “The subject
suddenly will turn with murderous violence upon whomever is nearest him.
He will run amuck with knife, ax, gun or anything that is at hand . . . .
After the sudden outburst wears away, the memory is left blank, and the
victim returns to normal not remembering what happened.

March 17, 1934
It is gradually becoming recognized that the trafric in marihuana, the
southwest’s indigenous hop, is assuming menacing proportions in New
Mexico.  It is learned that the two youths sent to the insane asylum from
this city recently make four Santa Feans who have been committed to that
institution because they were crazed with marijuana.  The penitentiary
preventing smuggling of this dope into the prison has become a major
administrative problem.

The sheriff of Santa Fe county and others have done some effective work
toward breaking up the traffic and halting the production of marijuana on
N.M. hop farms.  The evil still flourishes, however, and it would seem
that the U.S. narcotics division might be of assistance.  When the drug
begins to recruit for the state asylum it is time to take it very
seriously.

Excerpts of Minutes of Conference on Cannabis
January 14, 1937 – Treasury Department

By Dr. Carl Voegtlin, Chief, Division of Pharmacology, National Intitute
of Health:

I think it is an established fact that prolonged use of Marihuiina leads
to insanity in certain cases, depending on the amount taken, of course.
Many people take it and do not go insane, but many do.

By Dr. Henry C. Fuller:

I think you will find that, while a great many preparations may use a
small quentity of Cannabis, there won’t be a great deal of it used
medicinally.  I don’t think you will find this volume used by
Veterinarians is very great.

I think the use of Cannabis is diminishing as a legitimate use.  That is
my opinion, from the point of view of one who has studied the situation
for a good many years.

Except from a letter dated April 20, 1934:

“The Chalfont Foundation at 89 Locust Street, Etna, Penna., has brought to
my attention the fact that a number of Mexican men who live in that
community have become addicted to the use of marihuana cigarettes.  I am
quoting this letter below:

“We are confronted by a problem in our welfare work about which I thought
you might be able and willing to advise us.

‘Wintin the last few months we have found that a number of Mexican men who
live in these communites have become addicted to the use of marihuana
cigarettes.  We are informed that marihuana is a weed indigenous to Mexico
that it is a habit-forming narcotic and that the use of it almost crazes
the smoker.  We have seen instances of men who have hitherto been
well-behaved becoming  violent and getting into all kinds of difficulties
after using it.  It seems that the Mexicans discovered only recently that
the plant is easily grown in this climate and as it requires no processing
is within the reach of all.”

The way I understand the action of CANNABIS Is that it does away with
inhibitions--cerebral inhibitions.  Now, that might produce any sort of
reaction, according to the individual who is exposed to the drug.

It is the psychological constitution of the individual which determines
the response.  I think that it is an established fact that prolonged use
leads to insanity in certain cases, depending on the amount taken, of
course.  Many people take It and do not go insane, but many do.

Dr. Vootglin was a member of the Standardization Committee of the League
of Nations.
