FOLLOWING a recent arrest of two Mexican youths and
confiscation of a quantity of marihuana cigarettes that they had in their
possession, W. J. Garrity, Chief of police of Santa Barbara, with the assistance
of the laboratory and photographic divisions of the Santa Barbara Police
Department has made a brief first-hand research this narcotic.
The plant pictured here was grown by Lieut. J. J. O’Brien of the Santa
Barbara Police Department for observation and study.
It was started in a flower pot and later transplanted.
After having served its purpose the plant was destroyed.
The photographs were taken by Officer Ralph Bradford.
Historically
Marihuana is an age-old drug and narcotic known in the Orient as hashish.
It spread from the Orient into Brazil and Mexico and from Mexico into the
United States, where it is becoming one of the great narcotic problems of the
times.
Much Bunk Written
While
Chief Garrity believes that there has been a great deal of bunk written and
talked about alleged marihuana parties of high school aged boys and girls,
there is, nevertheless, tangible evidence of genuine menace and increase in the
use of the stuff on the Pacific Coast. His
survey and written report are to acquaint members of his department with the
appearance of the plant so that it can be destroyed, and with some of the basic
effects of the drug so that a user can be recognized.
The report, concerning which other police and
health departments are invited to communicate with Chief Garrity, if interested,
minutely describes the plant, the laboratory and microscopical tests to disclose
the presence of the drug and the effects of marihuana upon the human system.
There appears to be three stages through which an individual passes in
using it, the first being a highly nervous condition where he feels jovial and
carefree. In the second stage he is
affected by hallucinations which affect the eyesight as well as the hearing.
He thinks. himself taller, distances are increased, time lengthens and he
is subject to fits of laughter or weeping.
In the third stage a confirmed user becomes a fiend.
His sex desires are aroused and some of the most horrible crimes result.
He hears light and sees sound. In
fact, he has gone completely mad and no crime may escape him.
California
Statutes
The Federal Government and all of the 48 states
have legislation controlling marihuana.
Under
the California State Narcotic Act it is unlawful for any person to be in
possession of or offer for sale or otherwise dispose of flowering tops or leaves
of hemp or loco weed (cannabis sativa), Indian
hemp, extracts, tinctures or other preparations of hemp or loco weed (cannabis
sativa) or Indian hemp, or chloral-hydrate, or any of the salts, derivatives or
compounds of the foregoing substances or any preparation or compound containing
any of the foregoing substances or their salts, derivatives or compounds.
It is also unlawful for any person knowingly to plant, cultivate, cut,
harvest, dry, or process the same. Punishment
on conviction carries a maximum penalty of six years in the state prison and
even as long as ten years where the defendant has a prior record of a felony.
Not To Be Minimized
Says
J. Edgar Hoover, Director of the Federal Bureau of
Investigation: "I am surprised to learn that certain police officers have
been inclined to minimize the effects of the use of marihuana.
These officers should review some of the cases that are reported to the
Bureau. They would, I am sure, be
convinced that the drug is adhering to its old world traditions of murder,
assault, rape, physical demoralization and mental breakdown.
A study of the effects of marihuana shows clearly that it is a dangerous
drug, and Bureau records prove that its use is associated with insanity and
crime. Therefore, from the standpoint of police work, it is
